Dear sir
Greetings from Udupi District Police. At the outset we would like to thank you and your administration for the excellent support you have given to the Udupi District Police. I would like to take this opportunity to bring to your notice a serious issue of the increasing number of traffic accidents and to which many young people are losing their lives. When numbers are tallied for the whole of India, for every minute there is a major accident happening and for every  four minutes one person is losing his/her life. For the year 2014 a total of 1.4 Lakh people have lost their lives. We are second only to China in terms of road accidental deaths. The statistics definitely gives us a very alarming picture.
Even back home in Udupi District, the statistics are pretty grim

As any right minded person would appreciate these are not mere statistics but a story of loss of life, broken families and many distressed souls. Many a times when we analyze these accidents we have found a simple wearing of helmet in many instances would have prevented fatality. In other cases under age person (below the age of 18) driving a vehicle; driving an uninsured vehicle are also being noticed.
We believe it is our combined duty- we, as the custodians of law and you, as the place where a student is shaped up with nobility and integrity- to play a role in curtailing this accidents, many of them are eminently preventable.
As you might be aware or might have read in the newspapers,  we are in the process of bringing in some major changes in the way school and college students commute. This is  being done to prevent the increasing road traffic students where a lot of young people, especially in the prime of their lives are losing their lives. We are trying to make with your support and guidance, wearing of helmets compulsory for all school and college students who ride  a motor bike starting from October 1, 2015. This is perfectly achievable as you are within your powers to order this measure and  instruct your watchman and security guard to be strict with students who are trying to enter the campus without a helmet.
         We cannot from the police dept make wearing helmets compulsory in Udupi as this requires a government order. So, we depend on your measures to make this a success. Just to make sure students are onboard with this measure we are continuously visiting many of the colleges and schools and talking to them and convincing them. Very soon we will visit your school/college as this is also a busy time for us  because of Ganesh Utsav and Bakrid in the offing.
We sincerely request you to circulate this communication to all your students, their parents and discuss this in your Parent Teacher Meetings. I'm sure you will make this initiative  a success with your personal intervention.
